FICAC-FHTA Sign MOU to Promote Good Governance in Schools

The Fiji Independent Commission Against Corruption (FICAC) and the Fiji Head Teachers Association (FHTA) have formalised a two-year Memorandum of Understanding (MOU) aimed at strengthening integrity, transparency and accountability across Fiji's primary education sector.
The MOU establishes a collaborative partnership focused on enhancing the capacity of head teachers through training, awareness programmes and the sharing of knowledge on anti-corruption, governance, compliance and responsible grant management.
Under the agreement, FICAC will work closely with the Fiji Head Teachers Association to develop and deliver workshops, seminars and awareness initiatives that promote ethical leadership, sound governance and effective management practices within schools.
FHTA President, Mr John Rura, described the agreement as a significant milestone in strengthening integrity within Fiji's education system.
"This partnership with FICAC recognises the vital role the Commission plays in protecting institutions from corruption," Mr Rura said.
The partnership will also facilitate the exchange of expertise, educational resources and best practices to strengthen governance systems and encourage accountability across the education sector.
FICAC Acting Commissioner, Ms Lavi Rokoika, said head teachers hold significant responsibilities in managing public funds, school grants, procurement, assets and relationships with parents and school management.
"These responsibilities require strong governance and accountability, as risks can arise where procedures are unclear, records are incomplete or decisions are not properly documented and explained," Ms Rokoika said.
Ms Rokoika said the partnership provides an opportunity for both organisations to take a proactive approach to strengthening integrity before issues arise.
"By working together, we can strengthen systems, build confidence and make integrity part of the everyday culture within our schools," she said.
"I thank Mr Rura and the Fiji Head Teachers Association for recognising the importance of this partnership. We look forward to a practical and enduring relationship focused on promoting integrity throughout Fiji's education sector."
Mr Rura also expressed his appreciation to FICAC for its commitment to advancing integrity within schools.
"On behalf of the Fiji Head Teachers Association, I extend our sincere appreciation to FICAC for its vision and partnership. By working together, we are not only safeguarding school resources but also demonstrating to our students that honesty, fairness and accountability are the foundations of a strong and responsible society."
The MOU reflects the shared commitment of FICAC and the Fiji Head Teachers Association to promoting ethical leadership, strengthening governance and reinforcing public confidence in the management of Fiji's education system.
