FICAC and Fiji Principals Association Strengthen Partnership to Promote Integrity in Secondary Schools

The Fiji Independent Commission Against Corruption (FICAC) and the Fiji Principals Association (FPA) have signed a two-year Memorandum of Understanding (MOU) to strengthen integrity, accountability and good governance across Fiji's secondary school sector.

The partnership establishes a collaborative framework to enhance the capacity of school principals through training, awareness programmes and the sharing of knowledge on anti-corruption, governance, compliance and effective grant management.

Speaking at the signing ceremony, FPA President, Mr Vishnu Sharma said the MOU represents a shared commitment to fostering ethical leadership within schools.

"This Memorandum of Understanding is not merely a formal agreement; it is a pledge to uphold transparency, accountability and good governance in every secondary school across the nation," Mr Sharma said.

"Through this partnership, FICAC and the Fiji Principals Association will work together to strengthen the capacity of school leaders through training, awareness initiatives and resource sharing, empowering principals to lead their institutions with integrity, honesty and courage."

As part of the agreement, FICAC will play a standing role at the Fiji Principals Association's Annual Conference, delivering presentations on governance, grant management, accountability and anti-corruption to equip school leaders with practical knowledge and skills.

FICAC Acting Commissioner, Ms Lavi Rokoika, said principals carry significant responsibilities that extend beyond the classroom.

"School leaders are entrusted with the management of public funds, school assets, procurement processes and other resources intended to support the education and wellbeing of students," Ms Rokoika said.

"These responsibilities require sound governance and ethical decision-making, while also presenting areas of risk that must be carefully managed."

Ms Rokoika said the MOU is designed to provide principals with practical guidance and support to strengthen governance practices within their schools.

"By engaging directly with principals through the Association's Annual Conference and other collaborative programmes, FICAC can better understand the challenges faced by school leaders and provide practical advice aimed at preventing corruption before it occurs, rather than engaging only from the investigation lens."

The agreement also provides for the joint development and delivery of workshops, seminars and awareness programmes tailored to the responsibilities of school principals. It further promotes the exchange of expertise, educational resources and best practices between the two organisations.
